Former Quest Capital Strategies, Inc. Broker Robert Starnes Investment Loss Options

Erez Law is currently investigating former Quest Capital Strategies, Inc. broker Robert Starnes (CRD# 1429794), who is accused of broker misconduct.

He has been registered with SA Stone Wealth Management Inc. in Wauwatosa, Wisconsin, from 2019 to 2023, when he was terminated regarding, “Violated the Firm’s policy/procedure related to acceptance of client funds.” Previously, he was registered with Quest Capital Strategies, Inc. in Laguna Hills, California, from 2014 to 2019.

In July 2023, FINRA barred him after he “consented to the sanction and to the entry of findings that he refused to appear for on-the-record testimony requested by FINRA in connection with this matter, which originated from a customer complaint made to FINRA. The findings stated that at Starnes’ request, FINRA adjourned the on-the-record testimony for him to consider whether to retain counsel. FINRA sent another request to Starnes to appear for on-the-record testimony on another date. Starnes acknowledges that he received FINRA’s request and will not appear for on-the-record testimony at any time.”

Robert Starnes Customer Complaints

He has been the subject of two customer complaints in 2023, according to his CRD report:

August 2023. “Customer alleged in a complaint filed with SEC that she invested $30,000.00 in September 2021 and another $5,000.00 in August 2022 with the representative. She states the investments were made by writing a check payable to the representative. She states she requested her investments be liquidated in April 2023 and expected the funds no later than May 30 but still does not have the funds. Per her complaint, neither company listed on her statements provided by the representative have a record of an account for her or of the investment he claimed to have purchased with her funds.” The customer is seeking $35,000 in damages, and the case is currently pending. The complaint took place while he was registered with SA Stone Wealth Management Inc.

May 2023. “[REDACTED] (on behalf of [REDACTED], deceased) states the registered representative agreed to pay funds from his personal account(s) back he originally accepted and deposited into his personal account(s) via checks from [REDACTED].” The customer is seeking $153,689 in damages, and the case is currently pending. The complaint took place while he was registered with Quest Capital Strategies, Inc.

Pursuant to FINRA Rules, member firms are responsible for supervising a broker’s activities during the time the broker is registered with the firm. Therefore, Quest Capital Strategies, Inc. may be liable for investment or other losses suffered by Robert Starnes’ customers.
